Ranking Member Morelle Introduces Legislation to Reform the Process by which the Architect of the Capitol is Appointed and Removed

Washington, D.C. – Today, Committee on House Administration Ranking Member Joe Morelle (D-NY) introduced legislation that will reform the process by which the Architect of the Capitol is appointed and removed:
 
“The Architect of the Capitol is responsible for operations and facility management across the Capitol Complex, and, as a member of the Capitol Police Board, plays an integral role in Capitol Complex security. 

“Soon after the inexcusable behavior described in the Inspector General report which recounted multiple legal and ethical violations, the previous Congress’ leading House Democrats called for Mr. Blanton’s resignation. 

“President Biden did the right thing and removed Mr. Blanton from the position in February 2023. 

“I am pleased to introduce legislation that would create an orderly process by which the Architect is not only selected but also may be removed if such action is required.

“We must ensure the integrity of the agency, strengthen congressional oversight, and make certain that our work for the American people is carried out in a transparent and successful manner.”

The legislation:

  • Establishes a congressional commission for the appointment of the Architect of the Capitol.
  • Authorizes the commission, by majority vote, to appoint, re-appoint, or remove an Architect, rather than the President. 
  • Requires the Architect to appoint a Deputy Architect within 120 days of a vacancy in the position, and authorizes the commission to do so by majority vote if the Architect does not do so.
  • Widens the scope for the search of an Architect of the Capitol
  • Authorizes the commission, by majority vote, to appoint an Acting Architect un the case of vacancies in both the Architect and Deputy Architect positions.
