Ranking Member Morelle Commemorates the Anniversary of the National Voter Registration Act

May 20, 2023

Washington, D.C. – Today, Committee on House Administration Ranking Member Joe Morelle (D-NY) commemorates the anniversary of the National Voter Registration Act of 1993:

“The right to vote in free and fair elections is a fundamental tenet of our democracy. Thirty years ago, the enactment of the National Voter Registration Act was instrumental in securing access to the ballot box for millions of Americans, but millions more continue to face barriers to the franchise today.

“When Congress passes pro-voter legislation like the National Voter Registration Act, we bolster our democracy by ensuring that those who are able to vote can easily register and actively participate in our nation’s democratic system.

“Recently, election related mis- and disinformation has sowed doubt about the very foundation of our country in the minds of American citizens. But not only are our elections secure, they are freer because of legislation like the National Voter Registration Act has empowered so many Americans to participate in our shared government.

“But there is more work to be done. Through thoughtful legislation like the John R. Lewis Voting Rights Advancement Act we will further solidify access to the ballot box for all voters. Without our democratic election system our great American experiment faulters. Our duty to vote is solemn; our right to vote is sacred.”

The National Voter Registration Act of 1993 (also known as the “NVRA” or “motor voter law”) established specific voter registration requirements for federal elections. The NVRA requires that states offer voter registration opportunities at state motor vehicle agencies, and requires states offer voter registration opportunities by mail-in application. Additionally, The NVRA requires states to offer voter registration at certain state offices, including public assistance and disability offices. Lastly, the NVRA establishes requirements of states to implement procedures to maintain accurate and current voter registration lists.
